Manager, People & Culture Operations

About the role

The People & Culture Operations Manager leads the delivery of HR service offerings, ensuring operational excellence across payroll, benefits, learning, and organisational management. This role is responsible for meeting service level agreements, mitigating risks, and driving continuous improvement within a small‑to‑medium tier country.

Key responsibilities

• Oversee payroll management to meet monthly cut‑off dates, validate results, and resolve discrepancies.
• Administer benefit claims, policy changes, and ensure SLA compliance.
• Manage learning and development administration, including financial aspects of training.
• Lead organisational management support processes with robust quality assurance.
• Supervise query management, tracking and resolving employee inquiries within agreed SLAs.
• Monitor service level agreements with external vendors and identify improvement opportunities.
• Control document management and secure storage of employee records in line with legal requirements.
• Ensure payroll finance compliance with local tax, social contributions, and statutory reporting.
• Implement governance for benefit claims and policy changes.
• Drive international assignee administration and act as continuous improvement champion.

Required profile

• Proven leadership experience in HR operations, payroll, and benefits administration.
• Strong understanding of local employment legislation and governance.
• Ability to manage vendor relationships and service level agreements.
• Excellent analytical and problem‑solving skills to resolve payroll and benefits issues.
• Experience driving process improvements and change management initiatives.
