National Consultant for Parent/Caregiver CSE Guidance Manual

About the role

The United Nations Population Fund (UNFPA) in Mauritius seeks a National Consultant to develop a culturally sensitive Parent/Caregiver Comprehensive Sexuality Education (CSE) Guidance Manual and a Technical Handover Package to support the national rollout of out‑of‑school CSE programmes.

Key responsibilities

• Conduct a desk review of the Mauritian Out‑of‑School CSE manuals, the Children’s Act 2020 and regional parent‑child communication tools.
• Facilitate consultations with Ministry officials, parent groups, youth representatives and CSOs across Mauritius and Rodrigues.
• Draft a 5‑module Parent CSE Guidance Manual (40‑50 pages) and a 4‑page Quick‑Reference Pocket Guide.
• Embed national legislative protections into the manual and pre‑test materials with parent focus groups.
• Lead a validation workshop, produce a Technical Handover Note and deliver a 2‑hour debrief session.

Required profile

• Advanced degree (Master’s or higher) in Public Health, SRH, Social Sciences or related field.
• Minimum 5 years experience in youth SRH programming, research and data analysis.
• Proven consultancy experience in health sector assignments, preferably in the region.
• Fluent written and spoken English and working knowledge of French.
