Senior Border Management / Joint Border Post Expert

About the role

NTU International is seeking a Senior Border Management / Joint Border Post Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The expert will lead the design, modernisation and operationalisation of Joint Border Posts (JBPs) and related border management systems across West Africa.

Key responsibilities

• Develop and implement modern Joint Border Post concepts and operational frameworks.
• Provide technical assistance on customs coordination, trade‑facilitation mechanisms and border automation.
• Advise on One‑Stop Border Post (OSBP) models, digital tools and regional data‑sharing systems.
• Facilitate coordination among customs authorities, border agencies, transport institutions and other regional stakeholders.
• Prepare operational procedures, technical guidelines, border assessments and institutional analyses.
• Deliver workshops, technical training and capacity‑building activities.
• Support monitoring, reporting and analytical outputs related to border management and corridor efficiency.

Required profile

• Master’s degree in transport, customs administration, logistics, international trade, public administration or a related field.
• Minimum 10 years of professional experience in border management, customs coordination, trade facilitation or transport logistics.
• At least 7 years of experience specifically with Joint Border Posts, One‑Stop Border Posts or customs coordination.
• Proven experience on transport, trade‑facilitation or regional integration projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
