About the role
NTU International is seeking a Senior Institutional Reform / Public Governance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role focuses on strengthening institutional capacities, governance systems and public sector effectiveness across the ECOWAS region.
Key responsibilities
- Conduct institutional assessments, governance diagnostics and organisational reviews of transport‑related entities.
- Develop and implement institutional reform strategies and governance improvement plans.
- Advise ECOWAS institutions and Member States on public sector governance, coordination and regulatory effectiveness.
- Support the establishment and strengthening of transport governance structures, coordination mechanisms and operational procedures.
- Prepare institutional analyses, governance frameworks, policy recommendations and technical reports.
- Lead capacity‑building programmes, organisational development initiatives and institutional learning activities.
- Promote transparency, accountability and stakeholder participation in transport sector governance.
- Coordinate with ECOWAS institutions, national authorities, development partners and regional stakeholders.
- Contribute to monitoring, reporting and evaluation of reform and governance activities.
Required profile
- Master’s degree in public administration, governance, political science, economics, institutional development, law or a related field.
- Minimum 10 years of professional experience in institutional reform, public sector governance or organisational development.
- At least 7 years of experience providing governance advisory services or public sector capacity development, preferably in Sub‑Saharan Africa.
- Proven experience on donor‑funded programmes and international development cooperation.
