Site & Development Supervisor - Outdoor Advertising

About the role

The Site and Development Supervisor oversees the physical expansion, maintenance and operational quality of JCDecaux's outdoor advertising portfolio across Mauritius. This hands-on, field-first supervisory role involves scouting new high-visibility sites for billboards, street furniture and digital displays, negotiating agreements with private landowners and local authorities, and managing field crews during installation and routine maintenance. The position values practical field experience and negotiation skills over formal academic degrees.

Key responsibilities

• Identify strategic, high-traffic locations for billboard and display installations and negotiate lease agreements and access rights with landowners and property managers
• Check sites for line-of-sight visibility, structural feasibility and electrical connection access, and coordinate permits and clearances with local authorities
• Ensure installed displays meet planning regulations, safety standards and road setback requirements
• Supervise technical and civil contractors during site preparation, base digging, steel structure erection and display assembly
• Oversee basic electrical connections, lighting setup and installation of digital screens alongside qualified electricians
• Keep assets clean and maintained, run weekly illumination checks, and report repairs and maintenance to the Operations Manager
• Handle public and authority complaints, and respond quickly to damaged panels, vandalism and weather damage
• Audit structural condition, lighting, poster quality and screen uptime on regular field visits
• Manage stock control, assist with H&S reporting, CAPEX administration and site acquisition and permit applications

Required profile

• HSC, SC or National Trade Certificate / TVET qualification in a technical or construction field
• Valid manual driving licence (Category B required, Category C an advantage) with a clean record
• 3-5+ years of practical supervisory experience in outdoor advertising, telecom infrastructure, signage, construction or similar field operations in Mauritius
• Experience supervising subcontractors, civil works crews or maintenance technicians, and with local authorities (District Councils, Municipalities, RDA, CEB)
• Fluent in Creole, French and English (spoken and written); flexible hours, including night-time installations
