Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The expert will lead legal, institutional, financial and operational reforms to establish and operationalise sustainable Road Maintenance Funds across ECOWAS Member States.

Key responsibilities

• Support the design, reform and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS countries.
• Provide technical assistance on sustainable road maintenance financing mechanisms and governance systems.
• Prepare and review legal, institutional and regulatory frameworks related to RMFs.
• Advise on user‑based financing such as fuel levies, tolls and other funding approaches.
• Develop transparent, decentralised, performance‑based financing systems.
• Strengthen governance structures, operational procedures and accountability mechanisms for RMFs.
• Draft technical guidelines, operational manuals and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
• Deliver capacity‑building workshops and technical training.
• Contribute to monitoring, reporting and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• At least 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• Minimum 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven experience in developing‑country projects, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
