Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the monitoring, evaluation and learning framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the EU in the space sector.

Key responsibilities

• Design, implement and refine the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Consolidate evidence, conduct impact assessments and produce analytical reports for donor‑funded, multi‑partner initiatives.
• Support policy dialogue, knowledge exchange and private‑sector engagement through robust results‑based management.
• Collaborate with EU‑funded programmes and African partners, ensuring alignment with project objectives.

Required profile

• Master’s degree in evaluation, statistics, development economics, social sciences or a related field (or four additional years of relevant experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management, programme evaluation or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
